Personnel Security Branch (PSB) administers the Department’s Personnel Security Program and is responsible for Department. Contractor provided services shall support PDSD in investigative and administrative actions need to ensure all personnel who require access to information are efficiently and effectively processed for the appropriate security clearance and/or SCI eligibility prior to granting access to Department information and systems.
The Personnel Security Specialist agrees to provide Department with services associated with the responsibilities listed below. Personnel Security Specialist will ensure that he/ she will abide by all standards, policies and procedures set forth in Department regulations, briefs, and handbooks,PDSD/PSB standard operating procedures, Personnel Investigative Notices, Personnel Investigative Policies and/or other correspondence provided by the PDSD/PSB.
The contractor will be responsible for completing tasks associated with the personnel security program. Personnel Security Specialist contractors will primarily be responsible for:
a. Analyzing information;
b. Making adjudicative recommendations for suitability and security investigations;
c. Conducting quality assessments to ensure investigative coverage requirements are met;
d. Developing and providing on-the-job training to other contractor personnel;
e. Participating in on-the-job training when new policies and procedures are implemented;
f. Processing, conducting, reviewing and providing services for other various aspects of the Department personnel security program.
g. Performing various administrative tasks to ensure continuity of all Division functions and operations;
h. Updating the Division and/or Branch leadership of ongoing activities and/or issues that may affect operations or be of significance to management; and
i. Other duties as assigned.
Tasks
Contractors shall be assigned tasks as deemed necessary to meet the goals and priorities of the Division. Contractors shall be assigned work through the on-site supervisor, COR and/or technical POC. All tasks shall have the on-site supervisor and/or COR concurrence prior to starting work.
Contractors shall carry credentials authorizing them to perform personnel security functions.
In conjunction with the on-site supervisor, the COR and/or technical POC will monitor the performance of all contractors to ensure they complete tasks and timeliness metrics in accordance with all rules, regulations, and mandates issued by the OPM, ODNI, the DOJ. All performance-related issues and/or concerns will be discussed and addressed with the contractor’s on-site supervisor and/or COR. Due to the continuous and evolving nature of the personnel security sector, a contractor employee’s responsibilities and duties are subject to changes by Federal law, regulation and policy, which may include, but are not limited to, procedural changes related to the use of government equipment, security procedures investigative principles and priorities and time and attendance/hours. Therefore, the Department A and the PDSD reserve the right to modify the contract and accompanied Statement of Work (SOW) without notice.
The contractor must ensure all contractor employees adhere to any new or updated requirements, policies and/or procedures. All changes to requirements, policies and/or procedures will be sent to the contractor from the Department Contracting Officer (CO), COR and/or on-site supervisor.
High quality services and timely completion of tasks are imperative to the success of the PDSD. The company must provide a full range of services, monitor workloads and their employees’ performance to ensure quality and timeliness of services.
Contractor Qualifications
a. Contractors are required to have experience of either a college degree (bachelors) or four (4) years of general experience, four (4) years of specialized experience within the last five (5) years or one (1) year of specialized Federal background investigative experience. • General experience is defined as progressively responsible experience that demonstrates the ability to problem solve, analyze problems to identify significant factors, gather pertinent data and recognize solutions, plan and organize work and communicate effectively orally and in writing on a professional level.
b. Contractors must be computer literate and efficient in software programs that support email, word processing, and data entry, which are utilized in the administration of the personnel security and information security programs.
c. All contractors must carry themselves in a manner that reflects positively on Department. To that end, contractors must present themselves in a professional manner, be neatly groomed and appropriately attired. Contractors must promote a positive workplace environment. Contractors must exhibit professional qualities during all periods of performance and absolute integrity is required and expected. Contractors must be polite and professional in both conduct and appearance.

Incumbent assists the Chief of Staff in planning, coordinating, and developing policies and procedures for Front Office operations. The incumbent's responsibilities include scheduling appointments for the Chief of Staff, managing the use Conference Rooms, gathering information per the Chief of Staff request, ordering supplies for Front Office personnel, and participating in the organization of meetings, conferences, and special events sponsored by the Bureau. Responds to numerous document and appointment requests and travel inquiries; prepares announcements for Chief of Staff-led meetings, including weekly Bureau meetings; prepares related documents; and coordinates draft memoranda for the Chief of Staff. This position also requires duties of advising on the potential benefits/uses of tools to improve the efficiency of executive administrative support; evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, forms, files, and documentation; develop new or modified administrative procedures and methodology; perform management surveys to determine compliance with agency regulations, procedures and sound management practices.
Experience and Qualifications
The incumbent must have a minimum of 2 years proving executive level support and 5 years’ experience performing analysis of programs and operations; must have the ability to perform analytical work in an office setting; and skill in written and oral communication as well as understanding of and experience in implementations administrative concepts, principles. This incumbent must be proficient in the E2 Travel program. This incumbent must adapt policies and procedures to emergency situations. The position requires good interpersonal skills and the ability to interact in a professional manner with officials in the Department.
